Background for NIUA

National Institute of Urban Affairs (NIUA) is a premier institute for research, capacity building and dissemination of knowledge for the urban sector in India. It is registered as an autonomous body under the Ministry of Housing and Urban Affairs, Government of India. NIUA conducts research in emerging themes such as urbanization, urban policy and planning, municipal finance and governance, land economics, transit oriented development, urban livelihoods, environment and climate change and smart cities. NIUA supports innovations in the urban sector through informed dialogues, knowledge exchanges, training and capacity building. In its mission to promote evidence-based policy-making and urban scholarship, NIUA is currently engaged in inter-disciplinary research and proactive engagements with change agents, which involve projects that create and maintain digital interface solutions. Background for the Project

The Sanitation Capacity Building Platform (SCBP) is a Bill & Melinda Gates Foundation (BMGF) supported programme grant to NIUA https://www.niua.org/scbp. The programme aims to promote septage and wastewater management by states and towns, through a capacity building intervention that is aimed at a few states and through the nodal training agencies of Ministry of Housing and Urban Affairs.

The SCBP portfolio of support goes beyond delivering training modules, and also includes activity based capacity building support to officials of cities and states, consultants, NGOs and masons and contractors. This consists of identifying and assessing generation of faecal sludge and septage, preparing state level enabling policy guidance, identifying actions needed at state and ULB level to promote incremental improvements in addressing sanitation and FSSM challenges, technical support for developing DPRs for treatment plants, etc. Program Manager–State Technical Lead (NIUA) UTTARAKHAND

Location of position

The position would be based at Dehradun; with frequent travel to other ULBs in Uttarakhand as required.

Qualifications

Master degree in Civil/Environmental Engineering or any other related field (with extensive knowledge of water and sanitation projects)

Knowledge and Experience

At least 5 years of relevant work experience in the area of urban sanitation. Strong conceptual and technical skills related to designing and implementation of decentralized sanitation and wastewater treatment solutions is desirable. Professional experience in documentation and research, and project management will be an asset.

Written and Verbal Communication

Excellent written and verbal communication skills in English. Knowledge of Hindi language is preferable.

Technical Proficiency and Skills

Supervisory and monitoring oversight for Uttarakhand state technical support team and produce desirable outputs.

Responsibilities

Would include but not be limited to:

  • Would be responsible to liaison with officials from Uttarakhand State Government and Urban Local Bodies (ULBs) and provide support for Integrated Waste Water and Septage Management.
  • Contribute to the development and review of technical training content and feasibility reports and advisory documents.
  • Lead on-ground technical activities under the project including co-ordination with partners/ consultants.
  • Forging partnerships with Uttarakhand State training/research institutes and academic institutes.
  • Execution of plan of operation and quality control of deliverables.
  • Planning and organizing state-level learning events and Capacity Building Programs.
